Pandemic/Evacuation Protocal

anybody know anything about the above subjects? this directly relates to my zombie project and others. seems that when I look up evacuation stuff it just gives me a list of supplies to have in case of one and how to evacuate an office building in case of fire. nothing about how to evacuate a city in case of a viral outbreak.
also looking for any info on the rate at which a virus could spread.

Also, that book The Great Influenza by John Barry is pretty good at following the progress of a virus from a patient zero to where it ended up killing almsot 60 million people world-wide.
