Aren't Chicago/Illinois politics just notoriously dirty? My dad had a whole rant about the political machine that got Obama elected, but isn't there a grain of truth in my dad's crazy old man ramblings?

It has that stigma, yes. His crazy old man rambling has some merit. The Daley's (Chicago mayors) have been running the city for a large part of the last half century and although they've done a decent job with the city, there have been many questions as to how legal they went about doings things.

You apparently had a governor named Otto Kerner who was put in jail for bribery and tax evasion. I'm not surprised. That's like a Bond villain name. The people of Illinois should have seen it coming.
