Wikipedia says it was also some other guy called Mr. A, who I've never heard of, but I'm no comic maniac anyway.
Watchmen however is great, and I'd advise anybody to go and read it and to avoid whatever shit Zack Snyder uses it's corpse to animate.
Steve Ditko was the other guy that made Spiderman and yeah, Rorshach is based on The Question from the old Charleston comics.
I know quite a bit about it for having never read the damn book.
