It's the marvelous thing that occurs when a Jap tries to speak in english. They pronounce their L's as R's.
Hence, engRish, instead of engLish.
It's a terribly racist stereotype, but it's still funny.
Of course, it doesn't apply to ONLY that, but that's where it comes from. A lot of that stuff is just random bad translations. Amusing as hell, I think....
