Red Tape Sci Fi

After a good, long run, we have decided to close our forums in an effort to refocus attention to other sections of the site. Fortunately for you all, we're living in a time where discussion of a favorite topic now has a lot of homes. Ok - this might be a strange question, but I'll go ahead anyway.

When I was in junior high I remember reading this scifi book that I really liked. It was funny like a Douglas Adams or Terry Pratchet book. In fact I kinda thought it might be Douglas Adams, but it's not.

The only thing that I remember about it was that it had "Red Tape" in the title.

I've tried google and I've tried amazon. I can't find it on either of them.

I don't know if it's nostalgia or just trying to see if the book was as good as I remember. I remember it made an impact on me for some reason. I think it was clever, or what I think was clever at that time in my life. I would just like to get my hands on a copy of it.

Anybody have an idea? Hear of the book? Anything?
